On Friday, 24 April 2015, Karl McCartney welcomed the Prime Minister, Rt Hon David Cameron and the soon-to-be-retiring Leader of the House of Commons, Rt Hon William Hague, to Lincoln where in The Assembly Rooms in Bailgate the pair launched the Conservatives’ English Manifesto.
During his speech, the Prime Minister set out the Conservatives’ plans to deliver English Votes for English Laws – including an English rate of income tax – so all parts of the United Kingdom are treated fairly.
Karl McCartney said: “I would like to thank David Cameron and William Hague for choosing to launch our Conservative English Manifesto right in the very heart of England - in our Historic Cathedral City of Lincoln.
“For over a decade in Government Labour failed to address the blatant unfairness in our political system whereby non-English MPs can vote on matters that only affect England – a blatant unfairness caused by Labour’s devolution measures in the late 1990s.
“This has meant that, too often in the past, the votes of Scottish MPs have decided the outcome of important votes such as those on the introduction of tuition fees and NHS Foundation Trusts.
“As the David and William made clear in our City, only the next Conservative Government will create a stronger voice for England by delivering English votes for English laws – including the power to vote over an English rate of income tax.
“As more powers go to Scotland, Wales and Northern Ireland we need a fair settlement for all parts of our United Kingdom.
“People in Lincoln and all over England will welcome our English Votes for English Laws proposals which are long overdue and I look forward to their implementation by the next Conservative Government.”
